The International Development Secretary, Hilary Benn's comments come as the Chinese President, Hu Jintao travels across the continent, outlining his vision for increased relations between China and Africa.
Mr Benn said the aid to Africa may also undermine efforts to create more democratic, transparent administrations.
Hu Jintao, apparently seeking to ease concerns over China's investment drive in Africa, said that Beijing's business interests would not hurt the continent.
The Chinese president signed economic and agricultural deals in South Africa as part of his eight-nation tour of Africa, where the Asian giant's growing influence has been met with some unease.
