Can Africa solve Zimbabwe crisis?

It's the "moment of truth" for African leaders, says the UN. It's urging the African Union to help negotiate a solution to the Zimbabwe crisis.
Robert Mugabe, who was sworn in after an unopposed election condemned around the world, has come under pressure at the summit in Egypt to begin talks with the opposition.
But for all the talk of an "African solution to an African problem", how much authority do the AU leaders have, when so many of them were neither freely, nor fairly elected?
