What will the Kelly report say?

The contents of the Kelly report into MPs' expenses, which will be published next week on 4 November, have been widely leaked. We list some of its recommendations.
The committee's recommendations will reportedly include -
- No more taxpayer funding of MPs' mortgages. MPs can currently claim up to £1,250 a month for the interest on a second mortgage (though not the costs of repaying the capital).Sir Christopher Kelly is expected to recommend that any second homes should be rented in future.
- Restrictions on which MPs can claim for a second home – no more payments for MPs with constituencies within an hour's journey of the Commons.
- A ban on MPs employing close family relatives.
- Pared-down golden handshakes for retiring or defeated MPs. The resettlement grant, currently worth up to £64,766 depending on length of service, is thought to be cut to around £10,000.
- An end to the £10,400 annual communications allowance.
- And an end to the unreceipted £25-a-night food allowance.
- Restrictions on first-class train travel.
Kelly is also expected to recommend that potential MPs declare to their constituencies how much outside work they expect to do if elected.
