Home Secretary Jacqui Smith seems to think so. She's expected to announce its upgrade to Class B, in spite of advice to the contrary.

Jacqui Smith is expected to announce the drug is to be reclassified from a Class C drug to Class B.

That's in spite of official advice published this morning that says cannabis is not any more dangerous than it has been and should remain Class C.

It was changed under Tony Blair's leadership in 2004.

Prime Minister Gordon Brown's thought to be worried about the rising use of the more powerful form of cannabis known as skunk.

Chief Exec of the charity Drugscope, Martin Barnes, is convinced upgrading again will backfire.
