Dorset's Poole council uses anti-terrorim and cyber crime powers to spy on a family suspected of lying on a school application form.
They were referred to as targets, followed by officials, and notes made of their every move. Their home was even watched while they were asleep.
The family called it a "grotesque invasion of privacy".
