Lords opposes PM over immigration

Brown says immigration since 1997 has been beneficial after a Lords group said rising immigration had had "little impact" on the economy.
The cross-party House of Lords committee said competition from immigrants had had a negative effect on the low-paid and training for British workers - and called for a cap on levels of immigration, which the prime minister rejected.
But the strongest criticism of the report came from business leaders, who said British companies needed foreign workers.
