Labour focuses on regaining the political initiative ahead of next month's by-election in Crewe. James Blake reports.
Gordon Brown outlined his plans to regain the political initiative during a special Cabinet session this morning.
It was his first meeting with senior colleagues since Labour's poor showing in last week's local elections.
The Conservative leader David Cameron, who hopes to capitalise on Labour's discomfort at next month's Crewe by-election, said the government's decision to scrap the 10p tax band would be central to the Tory campaign.
