HIPs 'a complete waste of time'

Critics of Home Information Packs say that the results of government trials prove the packs are a waste of time.

Shadow housing minister Grant Shapps said, "these results reveal what we and the industry have known all along, HIPs are a complete waste of time."

Six-month long trials started back in 2006 and free packs were given away in eight areas around the country.

Researchers tracked the progress of more than 2,600 HIPs, and also interviewed sellers, buyers, solicitors and estate agents about their experience.
