'Character and judgement' needed

David Cameron describes himself as the "man with the plan" in what might be considered a rather sober speech to the Tory conference in Birmingham.
"It's not experience we need, it's character and judgement", Cameron told the party faithful, insisting he was prepared to take unpopular decisions for the long term good of the country.
There were promises to rebuild the economy and mend what he calls Britain's broken society, but there were no policy announcements and no promised tax cuts.
Instead, frequent references to "responsibility".
