Brown wants expenses vote

Gordon Brown says MPs should vote within days on interim reforms to their controversial expenses arrangements.

Announcing his plans on the Downing Street website, the prime minister said MPs are there to serve the public and not to serve themselves.

The second home allowance would go, he said, to be replaced with a flat-rate daily allowance.
