Alan Milburn writes an article criticising the "splurge of Whitehall initiatives" under Gordon Brown and calling for a change of direction.

Pleading for "more clarity, less uncertainty", the former cabinet minister delivered another heavyweight blow to the prime minister as a new poll shows the Conservatives have opened up a massive 28 point lead over the government.

The Ipsos-Mori survey released on the eve of the party's conference shows Labour's popularity unchanged at 24 per cent while the Tories are up by four per cent to 52.

The last time they broke through the 50 point mark was in 1988.

Gordon Brown's personal popularity remains in the doldrums with 69 per cent saying they were dissatisfied with the prime minister's performance.
