Cameron: power to the people

The Conservative leader wants to reduce the power of the prime minister and government and hand it to parliament and "the man and the woman in the street".
Amid the scandal over MPs' expenses, David Cameron said he was considering fixed-term parliaments and more public involvement in choosing parliamentary candidates.
But he drew the line at proportional representation - an issue dividing the Labour Cabinet.
