Conservatives have accused Gordon Brown of sending thousands of pounds of taxpayers' money up in smoke after it emerged that a "cigarette break" shelter is being constructed within a few dozen yards of Number 10.

The shelter is being built in a car park at the back of the Cabinet Office building on Whitehall, adjoining Downing Street.

Planning applications lodged with Westminster City Council say that the decision to construct the shelter was prompted by last year's ban on smoking in workplaces, which means civil servants or ministers must go outside if they want a cigarette.
