Will the government borrow up to £15bn pounds to give away in tax cuts and extra spending?

With the HBoS bank merger in question - the chancellor has another dilemma tonight: whether to announce extensive tax cuts in the Pre-Budget report later this month to give the ailing economy a boost.

Today the treasury were not denying reports that the goverment might borrow up to £15 billion pounds to give away in tax cuts and extra spending.
