Stamp duty holiday: who was helped?

A year after the government offered buyers a stamp duty holiday, a survey claims the impact of the measure has fallen short of treasury aims.
Last september the lower limit for 1 per cent stamp duty on property sales was raised from £125,000 to £175,000.
The Treasury said it expected buyers to save £600m in a year.
That was soon revised down to £280m but property website zoopla claims it fell short of that figure, saving just £173m.
The treasury says it is still on track to meet its revised target.
