But unions warn that any attempt to privatise the Royal Mail would mean thousands of job losses.
A report into the future of the Royal Mail, due out this afternoon, is expected to call for a radical overhaul of the way it operates - a move that unions say could mean 50,000 job losses.
The independent study commissioned by the government could also suggest selling off a third of the company to a foreign rival, amid warnings its pension deficit has ballooned to £7bn.
