Downturn prompts racism fears

The equalities watchdog warns that the economic downturn could lead to a backlash against immigrants.

The head of the Equalities and Human Rights Commission, Trevor Phillips, has said the government should allow councils to introduce "positive action" programmes for young whites who can't compete with skilled immigrants.
