Darling's road to recovery

Will the inhabitants of Darling Road in south London be winners or losers in the pre-budget report?

As far as spending is concerned, families, businesses, pensioners and workers have been bunkering down, preparing for the worst.

It is hoped the chancellor's measures to lure them back out of their foxholes will make this approaching recession shallower and shorter than it might otherwise have been.
