Budget: will fuel poverty worsen?

The winter fuel allowance is up by £50 - twice that, for the over 80s but energy bills are going up.

There's also another fuel poverty issue which remains unanswered: the prepayment metres which mean poorer people end up paying more for their gas and electricity.

All the chancellor could offer was the possibility of legislation if necessary - but nothing concrete right now.
