Ban 'could hurt small business'

There are fears within government that moves to ban cigarettes from display could hurt shops already struggling in a recession.
The business secretary Lord Mandelson is reported to have expressed concerns about the impact of further restrictions on small businesses.
Cigarettes are to be banned from display in shops and sold "under the counter" instead.
The decision, by the health secretary Alan Johnson, is an attempt to cut down on the number of young people smoking.
