£14m fine for rail disruption

Network Rail, which runs Britain's rail network, is hit with a £14m fine for engineering work overruns over Christmas.
The fine is a record for the rail regulator. But the publicly owned company has warned passengers to expect further disruption this summer.
And it says without more delays it won't meet a deadline to improve the west coast main line.
Critics have said the fine is pointless because the £14m will end up in the treasury's coffers rather than being spent improvements to the network.
