Leaked Ofcom document suggests changes to licensing fee funding

A leaked document from the broadcast regulator Ofcom suggests that Channel 4 could be given money from the licence fee.

It would also allow ITV, which is the largest shareholder in ITN, maker of this programme, to introduce controversial cuts to its regional news and current affairs programmes.

Unions have condemned the suggestions, which are made in a blueprint for the future of public service broadcasting, due to be officially published in September.
