US REBUFFS ANNAN

"(Kofi Annan)...has conveyed his concerns about the situation in Fallujah and the steps that are being taken to restore the security and stability throughout Iraq".

"In this regard, frankly, we differ."

"The Iraqi government has made very clear that they do have a strategy for resolving the problems of these towns like Fallujah."
Richard Boucher, State Department spokesman

Fallujah awaits onslaught
Iraq

Published: 05-Nov-2004
By: Alex Thomson

Signs tonight that the threatened American assault on the Iraqi town of Fallujah may be beginning.

There are reports of mortar bombardments and fresh air strikes on the city.

Women and children have been told to leave.

The latest developments came as the UN Secretary General Kofi Annan warned Britain and America not to attack Fallujah, saying:

"The threat or actual use of force not only risks deepening the sense of alienation of certain communities, but would also reinforce perceptions among the Iraqi population of a continued military occupation"

Kofi Annan, UN Secretary General

That's completely at odds with the Anglo-US view, which sees the eradication of the insurgent stronghold as part of the way towards a new democratic Iraq, with elections now set for January 27th.

But tonight there's little sign that the Americans will take heed of Annan's warnings.

Latest reports out of Fallujah certainly suggest a ground assault of some kind - heavy machine gun fire -and small arms too.

It's also reported that US marines have fired mortars at what they say are rebel positions on the western fringe of the city.

Inside Fallujah the resistance fighters prepare another mortar position.

They believe God is on their side and every missile is sent off with the blessing “Allahu akhbar” - God is great.

But they're surrounded with overwhelming force as the US Marine Corps Abrams tanks draw in.

The air strikes continue overhead.

American soldiers too say God is on their side, according to at least one Marine padre.

So what awaits the city of Mosques, of 300,000 people?

Well the man America imposed on Iraq as Prime Minister says time is running out for a peaceful settlement here.

“The window really is closing for peaceful settlement. The Fallujah people have…most of them have left Fallujah and the insurgents and the terrorists are still operating there. We hope they will come to their senses, otherwise we will have to bring them to face the justice"

Ayad Allawi, Iraqi interim Prime Minister

But this afternoon the UN Secretary General Kofi Annan wrote to George Bush warning the assault could backfire and create yet more resistance and undermine elections supposedly planned for January 27th.

Its reported that the Americans are broadcasting loudspeaker instructions for all women and children to leave Fallujah and that all men under 45 entering or leaving will be detained.

Prime Minister Allawi's obviously talking nonsense when he says all civilians have left the town.

The last time America assaulted Fallujah hundreds of civilians were killed and the hand of the resistance was ultimately strengthened, not weakened.
