Did government know?
Iraq

Defence Secretary Geoff Hoon is to make a statement to the House of Commons after the Government admitted the Red Cross told it about the mistreatment of Iraqi prisoners in February.

Meanwhile, Amnesty International claims it raised the issue of abuse of prisoners with the Ministry of Defence a year ago. Sue Turton reports.

Just as America tries to clean up its act, another image of abuse in the Abu Ghraib prison. This time soldiers from a different unit apparently using dogs as instruments of torture.

The lawyer for one of the soldiers in a previously-published photograph claimed today that military intelligence officials were aware of and condoned the abuse.

Today's new image of abuse was published just after the military announced the man accused of taking these photographs is to be tried in an open court in Baghdad.

Specialist Jeremy Sivits from the 372nd Military Police Company has been charged with three counts, all relating to the maltreatment of detainees. He's the first of seven soldiers to face charges for their involvement in the humiliation and torture of Iraqi prisoners.

Earlier in Baghdad more allegations of abuse and torture. A number of detainees freed from the same infamous prison spoke of desperate conditions in the jail. One described how he had been raped by American soldiers.

A year ago Gary Bartlam was arrested after staff at a photo-developing shop printed his photos of Iraqis being abused - reports this morning say that up to three soldiers will now be charged.

Also that month Amnesty sent its first report to the MoD detailing reports of torture and deaths in UK custody.

Amnesty subesequently met with officials from the MOD and the Foreign Office in June but it wasn't until October that the Government confirmed they were investigating the incidents.

In September Military Police confirmed that they had launched an inquiry into the death of Baha Mousa who allegedly died after being beaten in British custody.

Downing Street has now confirmed that they received an interim Red Cross report into alleged widespread abuses across Iraq including the British sector more than two months ago. They say action was taken at the time but insist the report will remain confidential.

The abuse story began to gather steam when photos of American troops were published, prompting the Mirror to print its photos days later.
