The Government's plan to introduce fifteen more "People's Peers" to the House of Lords has run into trouble, with the revelation that only 28 applications have been received.


The scheme has come under criticism since its inception three years ago for appointing establishment figures rather than "ordinary" people, and for the poor voting records of the peers themselves.



Of the first fifteen appointees, Lord Browne of Madingley, the Chief Executive of BP, has the worst record.



He hasn't cast a ballot in any of the 321 votes called since he was chosen.



Baroness Greenfield, director of the Royal Institution, has voted only four times.



Lord Sutherland meanwhile, has voted a total of seventeen times in three years.
