Detective Andy Sipowicz prepares to marry his beautiful colleague, Detective Connie McDowell (Charlotte Ross). A policy barring spouses from working the same squad or tour may force Sipowicz or McDowell to transfer out of the 15th Precinct, however.
Detective John Clark, Junior, Sipowicz's partner, has suffered a great loss when his father, Detective John Clark, Sr., committed suicide in series 10. Filled with guilt and anxiety, he became emotionally unavailable, destroying his relationship with Detective Rita Ortiz
Ortiz, a tough-talking Puerto Rican cop, is deeply affected by the end of her love affair with Clark and submits her transfer papers to Lieutenant Tony Rodriguez.
Rodriguez, being the steadfast leader that he is, persuades her to think it over. This decision proves to be a saving grace for him when Ortiz kills a vengeful Internal Affairs Captain who bursts into the precinct gunning down Rodriguez.
Detective Baldwin Jones, Medavoy’s partner, has a commanding presence and exhibits a quiet strength until a perp rubs him the wrong way.
Baldwin Jones and Assistant District Attorney Valerie Haywood appear to be attracted to each other still, even though their relationship is now over. Haywood, a stickler for the letter of the law, is tough. She doesn’t tolerate cops who take the law into their own hands and is always ready to put criminals behind bars.
John Irvin (Bill Brochtrup) is a gentle and compassionate gay man. His character is blessed with an uncanny ability to read other people quickly with facial expressions that translate the mood of the squad.
Young Austin Majors returns as Theo Sipowicz, Sipowicz's young son, who is coping with growing up, sharing his father with Connie and adjusting to a baby sister.
