PROGRAMME 2
Programme aims
To encourage young people to:
- recognise a variety of different rights;
- learn about the 1998 Human Rights Act;
- consider the meaning of 'the tyranny of the majority' in relation to the rights of minorities;
- recognise that political change is possible, but that it requires action by teams of people in cooperation with one another;
- consider the legitimacy of 'national security' arguments in restricting human rights.
Programme outline
With several Labour and Conservative MPs defecting to their cause, and more than 80% of the public now supporting the curfew, things are looking good for the DCP.
Max tells the policeman about Steve Brody, and they make a deal in which Max agrees to take the policeman to the site of Brody's hangout. The deal goes awry however, when the suits show up, and before Max can say 'right to life', he and the PM's daughter Melissa are witness to a murder – covered up by the authorities on 'national security' grounds.
Meanwhile, the Government is moving forward with the Enabling Act, an act designed to suspend normal parliamentary procedure in times of crisis. 'The current political process is simply too slow' claims Prime Minister Wheeler, appealing to the nation for their trust.
Wishing only for safety for Tariq and himself, Max looks to a journalist to release the sensitive information into the public domain. But when she is offered the inside track to career success in exchange for dropping the story, Max finds himself with nowhere to turn … and his own right to life hanging in the balance.
