Following the success of the Rio 2016 Paralympic Games, Channel 4 is seeking a production partner for its coverage of the next major event in the Parasport calendar,

The Championships are the biggest International Paralympic Committee (IPC) event outside the Summer and Winter Games. They will take place from Friday 14th to Sunday 23rd July 2017 in the iconic London stadium at Queen Elizabeth Olympic Park.

Paralympics GB superstars, Jonnie Peacock, Hannah Cockroft, Richard Whitehead and Kadeena Cox are among the world’s finest athletes expected to compete. Libby Clegg, Georgina Hermitage and Sophie Hahn will also be looking to add a World Championship medal to Paralympic Gold. The British team will be chasing down the USA and China to top the medals table on home turf.

Channel 4 is the rights-holder for the UK and Eire and intends to broadcast live coverage of all ten dramatic days of world class track and field.

A world feed of the athletics is being provided by the IPC. Channel 4 requires a producer to oversee its Presentation or “wrap around” coverage as well as supplementing the host feed to focus on the story of the British Athletes.

Channel 4 aspires to be the global leader in the coverage of Parasport, and will expect innovation to be at the heart of the production with a style and approach that builds on the success of Rio 2016. Imaginative solutions to technical and editorial challenges are key.


LONDON 2017 WORLD PARA ATHLETICS CHAMPIONSHIPS runs for 10 days, with 213 medal events, featuring approximately 1,300 athletes. There are 6 morning sessions (10:30 to 13:30 approx) and 10 evening sessions (19:00 to 22:30 approx) across the 10 days.

Channel 4’s Producers will cover the entirety of the competition and create all bespoke elements required for daily programming. This includes presentation, set design, features and graphics.


Please submit no more than 5 sheets of A4 giving detail of:

• Live sport production credentials including athletics and/or creating coverage around a world feed.

• Set out your presentation style and content ideas, for LONDON 2017 WORLD PARA ATHLETICS CHAMPIONSHIPS.

• Submit your suggestions for talent, both in vision and in the commentary box.

• On one page indicate how you would cover an evening of athletics on C4 beginning 19.30 and ending at 22.30 and featuring; Hannah Cockcroft T34 100m at 20.00,
Richard Whitehead T42 200m at 21.00 and Jonnie Peacock T44 100m at 22.00. Please include a brief description of creative elements.

• Include a summary of technical delivery plans. For information on delivery to Channel 4 please talk to Shane Tucker.

• Technical solutions to streaming footage digitally.

You should also include a separate outline budget, based upon 10 days of live coverage. The maximum budget available (excluding talent) is £560k. All elements of your proposal must be costed.
You should note whether this production could classify as national or regional under the Ofcom regional production definition.

If we decide that your proposal has the potential and that you have the requisite experience to produce our London 2017 World Para Athletics Championships coverage, we will invite you to an interview. This will provide us with an opportunity to ask you further questions and discuss your vision for our London 2017 coverage with us face to face. It will also be an opportunity for you to ask us questions. We will also run through your proposed budget.

We hope to notify all interested parties in writing by Monday 16th January as to whether a proposal has been selected to move forward to interview stage and have interviews the week beginning 23rd January. You will then be required to submit a detailed budget prior to 20th January.

Any changes to any deadline dates will be posted on the Channel 4 website.

The contract for the production work will be with Channel 4 on an all rights’ assignment basis subject always to any rights, terms and conditions of Channel 4’s agreement with the rights holder. Producer shall not in any event acquire any right, title or interest in or to the programmes or any event footage.
Producers will be responsible for and bear all of their own costs, liabilities and expenses which may be incurred in the preparation of their proposal responses regardless of whether a producer is shortlisted and selected to proceed to interview and/or regardless of whether a contract is awarded.
All information provided by Channel 4 and correspondence in relation to the process should be treated as “commercial in confidence” by producers. No announcement or disclosure in relation to this process or the contents of any proposal shall be made without the prior written consent of Channel 4.

Channel 4 reserves the right to:
(a) Amend the process for submitting proposals at any time and Channel 4 may (at its discretion) extend the submission deadline;
(b) Cancel this project at any time;
(c) Accept or reject any producer proposal at any time prior to the notification of the award and completion of contracts, without incurring any liability to the affected producers.
