Licensing Act

In response to strong pressure from the United Kingdom Alliance (see 1853 Temperance movement) and its fellow temperance organisation, the Band of Hope Union, the Licensing Act limits the sale of alcohol. Vendors must now apply for licences from magistrates. The latter can also decide on opening hours and act as inspectors, checking that the beer has not been adulterated.

The temperance campaigners consider the law too weak. The brewers and large sections of the drinking public resent the interference. After lobbying from the brewers and distillers, the Conservatives pass another act in 1874, which loosens the restrictions in some areas but tightens them further in others.
