Despite being censured in Parliament for using the suspect Arrow affair to declare war on China, Palmerston leads the Whigs to their biggest election win since 1832. The Conservatives are ineffective in opposition. Their leader Lord Derby agrees with many of Palmerston's policies and keeps a low profile, while the ambitious Disraeli struggles to convince his colleagues that they should embrace modest electoral reforms.
