Gladstone brings another Home Rule Bill before Parliament. The House of Commons passes it, but it is defeated in the Lords. The government remains in office, but Gladstone is now 84 and tired. He resigns in 1894. The queen appoints Lord Rosebery as prime minister - she likes his Whig credentials, and the fact that, as foreign secretary, he insisted on keeping troops in Egypt and holding on to Uganda. However, the Liberal government is divided, and the Conservative-dominated House of Lords begins to reject all government bills apart from the budget. The government falls in 1895 over a military finance measure. |
