Through the new Irish Land Act, the government sets up an agency to alleviate poverty in Ireland. Potato blight has struck again in 1890, and while the government has managed to avoid famine by organising a relief campaign, it realises that long-term help is necessary. The new board has a remit to work in the 'congested districts' of west Ireland – stricken areas where the majority of people are always close to starving. The board aims to build railways and roads, promote industry and fishing and help farmers improve their land. It makes an impact, employing thousands of workers on various projects. The same year, more money is made available as loans for tenants to buy their property, and in 1899, the government sets up a special department to train farmers in cooperative marketing. |
