This is a secret treaty between Charles I and a faction of Scottish royalists and moderate Covenanters, who agree to restore the king to power if he establishes a Presbyterian Church in England for a three-year period. This agreement sparks off the Second Civil War (30 April to 19 August 1648). The king now turned once more to the Scots, with whom he concluded an Engagement to impose Presbyterianism on England, and Parliament passed the Vote of No Addresses ... to halt all negotiations with the king.
