1. Preheat the oven to 150°C/Gas 2. Heat the oil in a large, flameproof casserole and brown the lamb all over, turning regularly with tongs.
2. Add all the remaining ingredients and season with salt and pepper. Bring to the boil, then cover and put in oven for 3 hours until the meat is very tender.
3. Remove the lamb shanks, transfer to a plate and keep warm. Discard the rosemary and bay leaf. Liquidise the sauce with a stick blender and thicken if necessary. Adjust seasoning and serve over the lamb.
