Suspended in a state of cryostasis since the 1960s, special agent Austin Powers (Mike Myers) is defrosted in the 1990s to do battle with his nemesis, Dr Evil (Myers again), and counter his plans to take over the world. Assisted by the thoroughly modern Venessa Kensington (Liz Hurley, displaying a previously unrecognised gift for comedy), agent 'Double Oh Behave' has trouble adjusting to a world that has forgotten how to swing.
Mike Myers' knowing creation is part James Bond, part Reg Varney from On the Buses. His dual role as Dr Evil, the uber-villain with scars, a ticks, a pussy cat and an ungrateful, less than evil, grungy son, brings to mind no less a comic talent than Peter Sellers.

Verdict
There's nothing malevolent about Austin Powers, he's clearly more Clouseau than Dr. Strangelove, and he is born out of affection, for both the period he's from and for a sense of humour that is peculiarly British.
