Putting two and two together and getting ten, they quickly come to the conclusion Camden is under terrorist attack and inadvertently freak everybody out by announcing it over the Fair PA.
With the town in lockdown, Daniel's, Hoyne, and Bowman set out to capture the terrorists with the aid of Kenny and a DIY torture kit supplied by the Government, but the perpetrators appear to be rather closer to home than Afghanistan.
Responding to disturbance at the trailer park they capture Randy and Earl red-handed with the fireworks and cameras, sparking a high speed chase and kidnap scenario. And even better, once the inmates of Camden County realise Randy's got previous he suddenly goes up in their estimation. After all it's not everyday your guard has appeared on telly twice, stealing stuff from the Government!
