Didn't Pay Taxes
Even though Earl has paid the government a tonne of money in fines, the one thing he has never paid is taxes. A quick amendment to the list later and Earl decides it's time to cough up. Unfortunately for him the Government doesn't make it easy for you to pay them back when they don't have a record of you at all, so he embarks on a series of tasks to pay back his dues.

However Earl soon discovers volunteering to work on a road-side chain gang isn't the best way to work off your tax, especially when they mistake you for a criminal. After serving some time in solitary confinement Earl is back at square one.

The one thing he does know about is getting fined for being breaking the law, so he and Randy decide to scale an abandoned water tower and wait around for their punishment to arrive. Unfortunately the roof caves in and leaves the two brothers stranded like fish in a barrel... or a water tower.

After a rescue is mounted and Earl has paid the related fine, he decides maybe Karma is telling him he doesn't owe the Government anything. Maybe services like that are free to tax payers like him, leaving him to concentrate on the rest of his list.
