Q. What are Channel 4's licence requirements for the production outside London?
A. We have two main requirements, to 'reflect the diversity of life across the UK' and to commission 30% of our originated programmes from producers outside London.

Q. How do you qualify as a regional producer?
A. The regulator Ofcom recently agreed new guidelines. You must have a business base outside the M25. Your production must then meet two other qualifying criteria; 70% of the qualifying production budget and at least 50% of the key production staff, must be spent regionally. Q. How do you access development money?
A. Development money is specially ring-fenced for regional producers - must have an idea that Channel 4 wishes to pursue and the funds are then allocated by the Nations and Regions commissioning team.
