Overseeing the growth of Channel 4 outside of London
The department has one clear and unambiguous requirement - to oversee the successful growth of regional production. This is the shared responsibility of the entire programme group, and to that effect each commissioning area has internal targets for regional spend. Producers with ideas that are within specialised genres e.g. History or Science should pitch directly to those departments in the knowledge that they have targets for out of London production.
The Nations & Regions Directorate oversees Channel 4's strategy and performance outside London, where we have a licence requirement to source 30% of original productions from companies based outside the M25. In order for a programme to qualify as regional it must meet 2 out of 3 of the following criteria:
1. The company must have a substantive business and production base outside the M25.
2. At least 70% of the production budget must be spent outside the M25 or
3. At least 50% of the production staff should be working outside the M25.
