Channel 4 is a publicly owned corporation with a remit, set out in Acts of Parliament, which requires it to be innovative, experimental and distinctive. The latest Act of Parliament covering broadcasting, the Communications Act 2003, introduced new regulatory arrangements designed to make sure that Channel 4 accounts to the public for the delivery of its public service requirements.
Clause 266 of the Act requires the Channel to produce and publish annually a Statement of Programme Policy. In this statement we set out how we intend to meet our public service objectives. Clause 266 also requires us to produce a review of the Channel’s performance in the previous 12 months, benchmarked against the commitments made in the preceding Statement of Programme Policy.
The Statement for 2006 and Review of 2005 are available below and have been prepared having regard to guidance given by Ofcom.
