About Heather Rabbatts
After graduating from the London School of Economics, Heather Rabbatts was called to the Bar in 1981.
In 1987 she joined local government and rapidly achieved Chief Executive status. She was appointed to her post in Lambeth in April 1995. Her task was to get the Borough out of absolute crisis.
Significant improvements in income collection and overall budget reductions were achieved moving Lambeth from the second highest level of Council Tax in the country to the fourth lowest. It has the fastest improving housing service across London and having had 12 schools in special measures had none when she left. In 2000, she received a CBE in the New Years Honours list.
In March 2000, Heather set up a new business, iMPOWER Plc which aimed to provide online solutions to help national and local government meet their commitments.
Since January 2001 Heather has become co-chair of iMPOWER and has taken up the position of Managing Director at 4Learning, the education arm of 4 Ventures.
