While some of Harlow’s shortcomings have been exposed over the years, at the time the Government were on to a winner, with most residents delighted at the quality of the housing and public spaces. So how did the Government manage this? They set up a development organisation, formed a grand plan and brought in a whole bunch of skilled municipal architects.
The majority of people who moved in where young couples, often with children. This meant a town of essentially one class and one generation, which in itself is quite socially experimental. It left some people lonely and isolated, and a lot of young people didn’t stay.
