In 1969 a few council tenants were offered an exclusive deal to buy their homes. Meet Cathy, whose family bought their house in Manchester from the council for the grand sum of £2264. Other council tenants would have to wait 10 years for this privilege, although politicians weren’t slow to spot the vote-winning potential of this policy. Nevertheless, it took a Conservative government under Thatcher to fully unleash this groundbreaking idea. Almost overnight the right-to-buy policy revolutionised the UK housing market. In just two years nearly 2 and a half million council houses were sold.
