There doesn't seem to be a product that is made specifically to smooth over woodchip wallpaper. You can get products for smoothing over textured ceilings e.g. artex but this isn't really appropriate for this task.
Sadly there is no trick or quick-fire way of stripping wall paper, just plain hard graft. Although this is one of the least rewarding jobs you can do yourself, having a steamer will make it a lot easier. They are relatively cheap and worth every penny. If you don't want to fork out, use a bucket of hot water and a sponge to keep dampening the paper as you strip it off. Alternatively, find an energetic young person and pay them to do it for you!
How about throwing a 'decorating party' to get the job done quickly and cheaply! You invite all of your friends to come over and chip in with the de-chipping, and in return you cook them a slap-up meal and get the beers in. Great idea: many hands make light work and all that, just be sure you don't let them discover the beers too early or you might end up doing most of the hard graft yourself the following day - with a hangover!
